Yes, as long as they are all on NA xor EU servers together. Cross NA and EU doesn't work. GW2 doesn't divide characters or accounts by 'server' but by Region (EU, US and China) and by World . Players in the same region can play together anywhere except in World vs World.

Its probably one of the best server systems in an MMO. You can always play with your friends, you never have to worry about your server dying and having to spend money on a transfer. You could temporarily join a Server that is matched-up with your friends' Server, but, as indicated, that would only be a temporary 'fix'. NA had 24 servers, each server (example Kaineng) is its own existence, and players on that server can only play with others on the same server (PvE).
